Unlocking the Path to Explosive Growth: Dong Nai Planning

Situated in the southern key economic region, Dong Nai has been a hub of industrial development for quite some time. However, in recent years, the province's growth rate has shown signs of slowing down. The reason being that the advantages that were once in place are slowly diminishing. In order to regain its momentum, Dong Nai needs a comprehensive plan for the upcoming period.

Changes in the Industrial Attraction

Once known as the earliest industrial locality in the country, Dong Nai now has 31 active industrial zones. In 2023, the province’s industrial growth rate is expected to be at its lowest level in the past 10 years.

According to Mr. Pham Van Cuong – Director of the Department of Industry and Trade of Dong Nai, the industrial land fund is now filled up to about 86%. The remaining area of about 300 ha is scattered and difficult to meet the large land fund requirements of businesses.

Recently, the Dong Nai Provincial People’s Committee approved a plan to transform the oldest industrial zone (Bien Hoa 1 Industrial Park) into an administrative center and a commercial urban area.

This can be seen as a significant boost to change the urban face, create investment attraction, and demonstrate a gradual shift from reliance on industries to the development of commerce and services. At the same time, industrial attraction also undergoes changes.

Mr. Nguyen Huu Nguyen – Director of the Department of Planning and Investment of Dong Nai, said: “Dong Nai is particularly concerned about environmental issues, so projects must be screened for the environment unlike before. The upcoming investment trend will also change, and the selected workforce must also have quality.”

Developing Urban Areas with People at the Center

Mr. Vo Tan Duc – Chairman of the People’s Committee of Dong Nai province affirmed that the province is converging many advantages of development that not every locality can have. This is an opportunity and potential for the province to arrange stable and sustainable economic and social development.

Regarding the provincial planning for the period 2021-2030 and the vision to 2050, Dong Nai province determines that this locality is one of Vietnam’s important growth poles and one of the 10 most livable cities in Asia. Accordingly, by 2030, the province is expected to have 17 urban areas, with Long Khanh and Nhon Trach becoming cities.

In terms of urban development, Secretary of the Provincial Party Committee Nguyen Hong Linh said that it is necessary to aim for 3 objectives: improving the quality of urban residents’ lives; increasing economic value, higher trade connectivity, and global integration.

At the same time, the development of cities in the province must also take care to create the unique identity of Dong Nai. Turn cities into the driving force for the province’s development. Regarding the perspective of urban development, Secretary of the Provincial Party Committee Nguyen Hong Linh emphasized that people should be prioritized.

“We must consider how to serve the people in this land, without any other purpose. For the most beautiful land, think about how to serve the people best. Social infrastructure, urban infrastructure is not yet complete, have the people been fully satisfied for the best living conditions? That is a good city.” – Secretary of the Provincial Party Committee Nguyen Hong Linh said.

Dong Nai is entering a new period of development, therefore, it requires a new, modern, long-term, and high-quality vision planning. This is no longer a period of focusing solely on outdated industries but must be a combination of high technology and commercial services to fit the general trend.
