Vice-chairmen of Thanh Hoa province recently met with representatives of Electricity of Vietnam about resolving difficulties, and obstacles in the process of constructing and developing electricity grid transmission project in Thanh Hoa province, particularly concerning the 220kV Nam Sum – Nong Cong line project.

In the meeting, the leaders of Thanh Hoa’s Industry and Commerce Department reported on electricity supply in the period of 2024 – 2025, the province’s main energy projects, and some suggestions and recommendations.

Accordingly, a number of key projects are being developed in the province. In detail, the Nam Dinh 1 – Thanh Hoa 500kV NMNĐ Project has a total length of 74.4 km; in particular, the section passing through Thanh Hoa has a length of 56.4 km along the districts of Nga Son, Ha Trung, Hau Loc, Hoanh Hoa, Thieu Hoa and Yen Dinh; the area to be recovered for column bases is 11.7 ha, while the affected area within the line right-of-way corridor is compensated and supported 5.4 ha, and 54 households with residential land and houses within the resettlement areas (with 75 residential land plots to be arranged).

Concerning the project’s site clearance, so far the province has handed over all 133/133 column base sites for the project owner to proceed with construction. In addition, Thanh Hoa has handed over 35/55 suspension sections (96/132 column sections) within the right-of-way corridor for the investor to start construction.

Next, for the Quynh Luu – Thanh Hoa 500kV Project, the section passing through Thanh Hoa is about 74.6 km, stretching through the districts of Nong Cong, Nhu Thanh, Thieu Hoa, Trieu Son, Dong Son, and Nghi Son township. The area to be recovered for column bases in the province is 28.7 ha, while the affected area within the line right-of-way corridor that needs compensation and support is 63.5 ha.

In the project, Thanh Hoa has 37 households that have residential land and houses within the resettlement area (with 68 residential land plots to be arranged). Regarding the site clearance for column bases, Thanh Hoa has completed the inventory, identified land origin, developed a compensation plan; and handover 166/166 column base sites for the investor to proceed with construction. Additionally, with respect to the right-of-way corridor, Thanh Hoa has handed over 54/82 suspension sections (120/165 column sections) to the project owner to carry out construction.

For the 220kV Nam Sum – Nong Cong Line, the project passes through the Thanh Hoa districts of Nong Cong, Nhu Thanh, and Nhu Xuan, with a line length of 51 km, 125 column base positions, and 47 suspension sections (124 column sections). Concerning the site clearance for column bases, the province has handed over 116/125 column base sites for the project developer to proceed with construction. In addition, Thanh Hoa has handed over 23/47 suspension sections within the right-of-way to the project owner for construction.

After listening to the report and the views discussed at the working session, Chairman of Thanh Hoa Provincial People’s Committee Do Minh Tuan gave specific guidance and assigned responsibilities to the province’s agencies and localities to proactively address issues, and difficulties for each project.

Regarding the construction of the Nam Sum – Nong Cong 220kV line, the Chairman of the Thanh Hoa Provincial People’s Committee asked the North Electricity Construction Projects Management Board to determine the direction of the temporary construction route through the natural forest; and work with the forest rangers and local authority to determine the number of trees to be cut down to develop a compensation plan.

The Chairman of Thanh Hoa Provincial People’s Committee assigned Nhu Thanh district to promptly approve the compensation plan for 31 households planting trees on land without a contract or with an expired contract, in order to hand over the entire site to the project owner.

Nhu Xuan district is to issue decisions to recover the land, approve compensation plans, and hand over the sites of natural forest areas immediately after the Provincial People’s Committee approves and the project owner completes the payment for replacement forest plantations. At the same time, the local competent authorities are to communicate, and persuade local households to agree with the plan and accept the compensation in accordance with the approved decision.

For the Nam Dinh 1 – Thanh Hoa 500kV NMNĐ transmission line project, the Chairman of Thanh Hoa provincial People’s Committee assigned relevant localities, and units to effectively carry out the relocation and evacuation of households with residential land, houses, and structures within the right-of-way corridor. Mr. Tuan also provided specific comments on Electricity of Vietnam’s proposal regarding the conversion of rice-growing land use to implement the Thanh Hoa 500kV transformer station project.

The Chairman of Thanh Hoa provincial People’s Committee emphasized that the implementation time for the projects is very urgent, so it is inevitable to have difficulties and obstacles; however, with the active participation and close cooperation between Electricity of Vietnam, Thanh Hoa, and the province’s agencies and localities, the difficulties and obstacles will be gradually resolved.

At the working session, the Chairman of the Electricity of Vietnam’s Board of Members, Dang Hoang An, said that Thanh Hoa is a province with the third highest electricity consumption demand in the Northern region, so Electricity of Vietnam will make efforts to invest and complete the projects on schedule to ensure an adequate electricity supply, meet the production and business demands, and serve the socio-economic development goals of the province in particular, and the country in general.

Mr. An also stated that the 500 kV power line project phase 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) must be completed before June 30, 2024, which will require intensive implementation because a large workload is required within a short period of time. Therefore, Electricity of Vietnam expects to continue receiving the cooperation, support of local authorities, and the consensus of the people during the project construction process.

Regarding the 220kV Nam Sum – Nong Cong transmission line project, Mr. An requested the North Electricity Construction Projects Management Board to submit a plan determining the temporary route through the natural forest to the column base position by April 23, 2024, at the latest, and propose local authorities for approval to ensure early implementation.
