Power Outage on Dau Giay – Phan Thiet Expressway: Dong Nai Power Company’s Response

On the evening of April 21, the Dong Nai Electricity Company informed the public about the termination of electricity supply on the Dau Giay – Phan Thiet expressway, passing through the districts of Xuan Loc and Cam My.

Accordingly, Xuan Loc Electricity and Cam My Electricity, two units under the Dong Nai Electricity Company, have been supplying electricity to the Vietnam Expressway Technical Service Joint Stock Company (VEC E). Electricity is used for the lighting system of the Dau Giay – Phan Thiet Expressway, including Cam My’s junctions at Km99 and Km56, and Xuan Loc’s junctions at provincial road 765, national highway 1A, and Hamlet 6, Xuan Tam commune.

According to the Dong Nai Electricity Company, during the operation of the lighting system, VEC E has failed to make electricity payments as per the signed contract between the two parties. Therefore, Xuan Loc Electricity and Cam My Electricity have sent notices of temporary suspension of electricity supply due to unpaid electricity bills. .

Specifically, according to Article 23, Clause 6 of the Electricity Law, when customers fail to pay their electricity bills on time, the electricity provider will suspend or reduce electricity supply.

However, since the operation of the street lighting system is a crucial activity, cutting off the power supply could significantly impact traffic flow and cause unfortunate incidents for commuters on this route.

Therefore, the Dong Nai Electricity Company has no intention of suspending electricity supply to customers using electricity for traffic lighting. Instead, the issue will be reported in writing to the Provincial Traffic Safety Board to thoroughly address the difficulties.

According to the report, Cam My Electricity only notified the suspension of electricity supply in writing but has not yet implemented the suspension. As for Xuan Loc Electricity, the suspension occurred from 6 PM to 6:05 PM on April 12 (5 minutes).

In its explanation to the Dong Nai Electricity Company’s Board of Directors, Xuan Loc Electricity stated that the 5-minute power outage for VEC E was an oversight, and Xuan Loc Electricity promptly restored power. Therefore, the power outage at the two junctions on provincial road 765 and national highway 1A, Hamlet 6, Xuan Tam commune, lasted for 5 minutes.

According to the Dong Nai Electricity Company, the power outage at the two junctions was an oversight that necessitates review and corrective action. The Dong Nai Electricity Company will meet with Xuan Loc Electricity to rectify the situation and prevent similar incidents from occurring.

Earlier, on April 5, when working with Xuan Loc Electricity regarding unpaid electricity bills for February and March 2024 totaling over 19 million VND, a VEC E representative cited the reason as the project owner, the Thang Long Project Management Board, had not yet disbursed the expenses related to the operation and exploitation of the Phan Thiet – Dau Giay Expressway (including the cost of maintaining the lighting system at the junctions). As a result, VEC E had no funds to pay the electricity bill to Xuan Loc Electricity.
