Separate project request for early construction of Tran Hung Dao bridge

The Hanoi People's Committee has recently held a meeting to discuss the progress of preparations for the construction of Tran Hung Dao Bridge, which will span the Red River in the inner city area. In order to expedite the preparations, city leaders have requested the separation of the connecting road project into a separate project.

The Hanoi City Project Management Board of Transport Infrastructure (Transportation Board) said that according to the established plan, the Tran Hung Dao Bridge will have preparation and design work in 2023-2024; construction will take place in the 2025-2027 period, with completion expected in 2027.

According to the Transportation Board, the bridge has undergone an architectural design selection by the investor, with architectural design option THD12 winning first prize. This design concept aims to create a new iconic bridge in the center of Hanoi, with the main structure consisting of 2 interlocking curves repeated 6 times to create an infinity shape.

“The Tran Hung Dao Bridge plays a very important role in connecting the two banks of the Red River, completing the capital’s transportation network, and creating the image of the capital city by the river…”, said a representative of the Transportation Board.

Architectural design option for Tran Hung Dao Bridge.

Regarding the project’s investment capital, the Transportation Board proposed that the city utilize public investment capital to implement component 1 of the project. Component 2 of the project will be carried out through a Public-Private Partnership (PPP) contract, of the Build-Operate-Transfer (BOT) type, with the utilization rate of 50% of local budget capital, and be included in the list of investment-attracting projects in the city.

When asked for opinions on this matter, Deputy Chairman of Hanoi City People’s Committee Duong Duc Tuan requested that the Transportation Board cooperate with consulting units and relevant entities to study suitable investment options and ensure feasibility.

Specifically, a separate project should be considered for the road connecting to Nguyen Van Linh Street (to be implemented with public investment capital), helping to commence construction of the project as soon as possible.

In addition, Hanoi city leaders also requested a clear determination of the mechanism and investment resources for the main bridge (BOT, budget). In the case of investment under the PPP method, the budget capital should not exceed 50% of the total investment amount. For technical options, a thorough study of transportation linkage solutions and optimal infrastructure connection should be conducted; a single branch leading to the bridge from Tran Hung Dao Street junction should be arranged. The remaining branches should be arranged to ensure appropriate traffic organization on Tran Quang Khai Street; at the same time, a thorough study of the rational connection branches of the Long Bien side of the bridge with the Long Bien – Xuan Quan embankment road and the Co Linh road junction, intersection with Nguyen Van Linh Street”, Deputy Chairman of Hanoi City People’s Committee Duong Duc Tuan requested.

The Tran Hung Dao Bridge project has a construction investment capital amount provided by Him Lam Joint Stock Company, with a value of over 16.374 trillion VND. The project is located in Hoan Kiem District (Phan Chu Trinh, Chuong Duong wards), Hai Ba Trung District (Bach Dang ward), and Long Bien District (Long Bien, Bo De, Gia Thuy wards). The starting point of the project is located at the Tran Hung Dao – Tran Thanh Tong Street junction; the ending point is in the area intersecting with National Highway 5A (Nguyen Van Linh Street). The total length of the route is about 5.6km.
